The Corzo Castella Carballo Thompson Salman, P.A. (C3TS) Environmental Services Division provides a wide array of expertise in the areas of ecological and cultural sciences, environmental analysis, monitoring, and mitigatory solutions. Our environmental professionals are academically qualified and highly experienced in providing technically proficient and cost-effective services to public and private clients. C3TS is recognized for the highest quality of work and responsiveness within the environmental community. Our multi-disciplinary team of scientists, engineers, and other technical professionals work together with our clients to reach developmental objectives while sustaining the environment.

Relevant Projects:

Miami-Dade County Water and Sewer Department (WASD) Water & Force Main
Replacement Project
Biscayne Bay, Florida
C3TS is currently providing environmental services for the replacement, abandonment, and removal of a 54-inch force main and 21-inch water main that will occur in submerged lands within Government Cut, Norris Cut and Fisherman’s Channel. We have conducted benthic surveys to characterize habitats and resources within the proposed project alignments and are preparing and submitting Federal, State and local agency permit application packages.  In association with the application packages, C3TS has created several plans including turbidity monitoring, soil disposal, frac-out monitoring, in-water construction and mitigation plans.  Environmental permits for the preliminary geotechnical work have been obtained. Permits for the additional phases of the project have been submitted for review and approval.

Florida International University Boat Ramp
North Miami, Florida  
Our multi-disciplinary team of technical professionals is responsible for the engineering, design, and environmental permitting for the expansion of the Biscayne Bay Campus boat ramp. C3TS Environmental Services Division has followed through with applying for the coastal construction permits from the United States Army Corps of Engineers, South Florida Water Management District and Miami-Dade County Department of Environmental Resources Management. C3TS staff has worked together in designing the project to avoid and minimize impacts to surrounding wetlands which in return has offset significant financial cost in mitigation to the client. In addition to preparing the permit applications, our environmental staff has conducted a comprehensive biological assessment of the project area and researched evidence of title to the riparian upland property bordering the sovereign submerged lands for which authorization for use is being sought for the proposed project.           

Fisher Island Ferry Terminal
Miami Beach, Florida
C3TS provided environmental services for the coastal construction repairs of the existing Fisher Island Ferry Terminal. C3TS obtained the environmental permits and authorizations required by various regulating agencies to conduct the work. Our environmental staff assisted the contractor with various construction methodologies to ensure compliance with water quality standards and successfully met permitting deadlines to expedite the commencement of the project.    

Florida Department of Transportation (FDOT) Lake Surprise Causeway Seagrass Restoration Area
Key Largo, Florida
As a component of the mitigation plan for the US 1 2-Lane Safety Project, portions of the Lake Surprise Causeway were removed by FDOT. The removal of the causeway has provided 4.60 acres of seagrass restoration. C3TS has been contracted to perform the annual monitoring and reporting of the Lake Surprise Causeway Seagrass Restoration Area. Our scientific diving team conducts a comprehensive benthic survey of the restored areas to evaluate seagrass colonization and identify species type, abundance, and coverage of submerged aquatic vegetation that is recolonizing the site.

City of North Bay Village 79th Street Force Main Replacement Project env_3

C3TS is acquiring the permit modifications for the force main design changes pursued by the Design/Build Team. Our environmental staff will also provide environmental compliance monitoring, oversight during construction for potential frac-outs, and conduct post-construction monitoring to ensure no disturbance to benthic communities will occur as a result of the project.

Florida Department of Transportation Boca Chica Seagrass Mitigation Project
Boca Chica Key, Florida
C3TS staff assisted in the design, permitting and construction oversight of the Boca Chica Seagrass Mitigation project that consisted of restoring hydrological flow to the Boca Chica lagoon by maintaining flushing channels from adjacent lagoons that are tidally connected and creating direct tidal connections to the Atlantic Ocean. C3TS is also conducting the annual monitoring and reporting of the mitigation site as part of our Florida Department of Transportation District 6 Mitigation and Monitoring Contract.

Florida Department of Transportation North Roosevelt Boulevard Seagrass and Mangrove Restoration 
Key West, Florida 
C3TS staff are providing the construction oversight and monitoring of the two mitigation areas (Houseboat Row, Key West and Dove Creek Wildlife and Environmental Area, Key Largo) associated with the expansion of the North Roosevelt Boulevard. Additionally, we will conduct the post-construction monitoring to evaluate the success and sustained viability of the restored communities.  If necessary, C3TS will make recommendations for any site corrections necessary to achieve the mitigation plans objectives.

Project Development & Environment (PD&E) Studies:

C3TS Environmental Services Division is highly proficient in analyzing environmental impacts related to transportation projects and has a broad familiarity with the Efficient Transportation Decision Making (ETDM) process.  C3TS also has extensive experience in the preparation of Federal environmental documentation required for Classes of Actions. Some of these environmental documents include: Environmental Assessments (EA), Environmental Impact Statement (EIS), Categorical Exclusions (CE), State Environmental Impact Report (SEIR), and Reevaluations. Some of these transportation projects include:

  • Florida Turnpike Enterprise - Widening of the Homestead Extension of the Florida Turnpike (HEFT) from SR 836 to East of NW 57th Avenue
  • Florida Turnpike Enterprise - Widening of the HEFT from SR 874 to SR 836
  • Florida Department of Transportation District 4 - Widening of SR 80 /Southern Boulevard from Seminole Pratt-Whitney Road to Forest Hill Boulevard

Florida Department of Transportation (FDOT) Contracts:

Districtwide Environmental Data and ReportServices Consultant
Miami-Dade and Monroe Counties - District 6env_8
C3TS was recently awarded this miscellaneous environmental services contract to provide a variety of services to District 6 relating to NEPA documentation and environmental impact review for roadway and bridge design plans.  In addition to these services, our responsibilities also include preparing various project reevaluations, class of action determinations, and environmental analysis for Local Agency Program (LAP) projects.

Districtwide Miscellaneous Tasks Related to Mitigation Site Development, Maintenance and Monitoring Services
Miami-Dade and Monroe Counties - District 6
C3TS has been contracted to facilitate various mitigation and permitting requirements for FDOT. Under this contract C3TS performs districtwide mitigation services including planning and construction for purposes of complying with permit requirements or for correcting mitigation site deficiencies, permitting mitigation sites, exotic and nuisance vegetation control, and monitoring and reporting on mitigation site conditions to assure compliance with regulatory permit conditions.  

Districtwide Mitigation and Environmental Services Support
Broward, Indian River, Martin, Palm Beach, and St. Lucie Counties - District 4
Under this contract, C3TS will provide a wide variety of environmental services to
