CALMING
INDIAN CREEK PUBLIC SAFETY MASTER PLAN
Indian Creek, Florida
C3TS and Rosenberg Gardner Design (RDG)
developed a Master Plan for the
Village of Indian Creek through a
series of public presentations and workshops with the Village Council and residents. The plan identified critical concerns and built consensus among
the Council Members and residents of
the Village with respect to project scope and key design elements of proposed
improvements and enhancements.
In addition, detailed construction cost estimates where prepared for feasibility review by the Village Council. Based on the Master Plan, C3TS and RDG have completed the Preliminary Design of the proposed improvements.
These improvements include reconfiguration of the Village the entrance by tightening the corner radii, expanding the landscaped corners on either side, creating an oval landscaped island, and historically restoring of the existing Gate House. The main roadway into the Village will also be reconfigured by narrowing the travel lanes to 12-feet, introducing of a center landscaped median, and a 5 ft. wide sidewalk for pedestrian and traffic safety. The main thoroughfare through the Village will be reconfigured to introduce several safety improvements including: narrowing the road to inhibit speeding, creating an 8-ft pathway for pedestrians and bicyclists, and providing lighting along the pathway.
GOLDEN BEACH CAPITAL IMPROVEMENTS PROGRAM MASTER PLAN
Golden Beach, Florida
This comprehensive Capital Improvements Program Master Plan focused on three major improvement areas:
Town-wide Drainage Improvements. These improvements included design review, costs analysis, and recommendations based on the Town’s existing stormwater master plan which includes construction inlets and culverts to collect and direct stormwater runoff to pumping stations discharging into the intracoastal waterway.
Utilities Underground Relocation (electrical, telephone, cable). These improvements included a thorough analysis of the Town’s existing power system configuration, and close coordination with FPL and other utility companies in developing a conceptual plan for burying all utility transmission and distribution lines throughout the entire Town.
Town-wide Streetscape & Traffic Calming.
The Town’s major thoroughfares and side
streets were redefined and enhanced to
increase public safety, and improve the
quality of life and aesthetic appeal.
Improvements included highlighting
intersections with concrete pavers and crosswalks, delineating of roadways with valley edge gutters, construction of traffic splitter islands and center median with new landscaping, and new lighting.
The Master Plan carefully considered the
each of these with respect to feasibility, cost/benefit, and design, as well as an analysis of funding options and scenarios, and schedule for phasing and implementation.
CRANDON PARK BOULEVARD MASTER
PLAN & TRANSPORTATION IMPROVEMENTS
Key Biscayne, Florida
This
Master Planning project involved improvements to the “Main
Street” of the Village of Key Biscayne. This
four-lane divided county road cuts through the heart
of the community and is heavily traveled by residents,
visitors to Bill Baggs State Park, and county transit
buses. The road is also the most heavily traveled
bicycle corridor in Miami-Dade County and has a high
level of pedestrian use. 
The project goals were improved public safety; easing
of traffic congestion; traffic calming; pedestrianization;
improved mass transit; and streetscape beautification. Master
plan improvements included the addition of bicycle
lanes; widening of sidewalks; narrowing of travel lanes;
curbing the outside edges of road; tightening of curb
radii; full reconstruction of intersections to create
paver plazas; construction
of bus shelters and bus bays; improvements to signalization
systems; improvements to lighting; landscaping, and
street furniture.
The improvements were completed in three phases and
funded through a variety of state and county sources.
HARBOR DRIVE IMPROVEMENTS
Key Biscayne, Florida 
This project incorporated many traffic elements
to serve both traffic calming purposes as well
as improving pedestrian and vehicular use of the existing right-of-way. The project consisted of the construction of a roundabout to ease traffic flow through a highly congested area of the Village of Key Biscayne. As a main arterial for the Village, the location and design of the roundabout on Harbor Drive proved to be both efficient as well as added an aesthetic component to the area. In addition to the
roundabout, an 8-ft wide continuous sidewalk with shade trees planted along both sides was constructed along the north side of Harbor Drive. The widened sidewalk allows for mixed use between both cyclists and pedestrians. The
area was further enhanced by the construction
of on-street designated parking. The roadway improvements transformed the corridor into a
more inviting and safer place to participate
actively with surrounding businesses as well as created a sense of community for those living in nearby neighborhoods.
PLANTATION MIDTOWN IMPROVEMENTS
Plantation, Florida 
C3TS’s design for the City of Plantation’s
Midtown Improvements will be the template for all improvements to follow in the City’s midtown
area. C3TS master planned the first three
phases of the project and also performed a drainage study for the entire 1800 acre Midtown area where each individual drainage basin was evaluated and recommendations were made for improvements.
Streetscape design included the construction
of mixed use walkways, textured crosswalks,
parallel parking, landscaped medians, and a roundabout at a key intersection of the City.
As part of the City’s master plan, a greenway transit route for the entire midtown area is included. C3TS worked with the City in designing the route for bus transit as well as helped them research the different types of transit vehicles available to them. In working hand in hand with the City on this issue, we are ensuring that the design we deliver meets the needs and expectations for the entire scope of their greenway project.
JOHN F. KENNEDY CAUSEWAY REDEVELOPMENT
North Bay Village, Florida
The Vila / C3TS / EDAW|AECOM Team was selected to perform design and construction services for the redevelopment of the John F. Kennedy Causeway, the commercial corridor of the City. The project will be implemented in several phases. Phase I will be the landscape design and construction of street beautification improvements to the western end of the Causeway. While this phase is being implemented, a conceptual master plan shall be prepared to address the complete beautification and redevelopment program for Kennedy Causeway which includes the roadway, adjacent business district, and the waterfront.
SUNSET DRIVE (WEST OF US-1) MASTER PLAN & TRAFFIC CALMING IMPROVEMENTS
South Miami, Florida
This Master Planning Project involved the
development of conceptual streetscape
and infrastructure improvements along Sunset Drive from the western city limits to US-1. These included delineating intersections with concrete pavers and crosswalks, redefining roadways sections, and providing new
lighting and landscape design to increase public safety and appeal. In addition, a new architectural site plan for City Hall was designed incorporating surrounding public spaces and facilities to create an enhanced civic and community space.
The Master Plan was developed substantially in accordance with the
City’s Hometown Plan Area 2, and evaluated proposed improvements with respect to their feasibility, cost/benefit, design, and construction. In addition,
C3TS held three public workshops to collect public opinions and suggestions, and ensured the Master Plan was reflective of, and sensitive to the community.
SUNSET DRIVE IMPROVEMENTS (EAST OF US-1)
South Miami, Florida
The firm’s architectural and engineering design staff has had in-depth, extensive experience on a multitude of streetscape improvement projects. As part of our ongoing role as professional architectural and engineering consultants for the City of South Miami, C3TS was commissioned for the design of improvements to Sunset Drive (from Red Road to US-1). This project included providing full architectural and engineering design services, in addition to construction administration services for this streetscape and traffic calming project in the heart of the city’s downtown district. The construction cost for this project was $1,100,000.
PONCE DE LEON BOULEVARD IMPROVEMENTS
Coral Gables, Florida
The firm’s architectural and engineering design staff has had extensive experience on a multitude of streetscape improvement projects. As part of our ongoing role as professional engineering and architectural consultants for the City of Coral Gables, C3TS was commissioned for the design of improvements to Ponce de Leon Boulevard (from US-1 to S.W. 40 Street). This project entailed the preparation of the Master Redevelopment Plan for 0.5 mile corridor improvements and beautification including sidewalks, landscaping, lighting, parking and traffic calming. C3TS also performed contract administration duties, prepared construction cost estimates and calculated apportionment of assessments to each property owner in the improvement district. Construction cost for this project was $650,000.
SAN AMARO DRIVE IMPROVEMENTS
Coral Gables, Florida
The construction of San Amaro Drive and Campo Sano Avenue along the west and north boundaries of the University of Miami was a collaborative effort between the City of Coral Gables and the University. The project’s primary goal was to slow down traffic along this peripheral collector roadway, and provide pedestrian safety improvements. A series of traffic calming measures were employed, including lane narrowing, diverters, medians, landscaping, and a roundabout. A continuous sidewalk along the entire project length was constructed tying into the surrounding sidewalks in the neighborhood by way of decorative concrete crosswalks and corner sidewalk extensions. Low-level decorative lighting was provided along the corridor in cooperation with Florida Power & Light.
YUMURI STREET, MONZA AND VENERA AVENUES
Coral Gables, Florida
A Master Plan was established for the Red-Sunset Central Business District, a CBD which is located partially within the City of South Miami, partially in the City of Coral Gables, and partially in unincorporated Miami-Dade County. The Master Plan blends design elements and standards from each municipality to achieve a consistent look and feel to the area, while still maintaining the individuality of each street and block. The City of Coral Gables is in the process of implementing the first phase of this Master Plan. Yumuri Street, Monza Avenue and Venera Avenue are being improved in accordance with the Red-Sunset CBD Master Plan. The improvements to those streets consist of sidewalk reconstruction, parking reconfiguration to create landscaped islands, sidewalk landscaping, enhancement of existing landscaping, drainage improvements, decorative concrete crosswalks and street resurfacing.
