MARINA PLACE AT RIVIERA BEACH
Riviera Beach, Florida
In early 2011 the City and Community Redevelopment Agency of Riviera Beach jointly announced a design competition to select a full-service firm that could redevelop and revitalize a 27-acre waterfront area. C3TS was subsequently selected to undertake this complex, ambitious, high-profile project that was decades in the making. The project involves the creation of a new master plan for the entire area, which is envisioned both as serving local residents and attracting regional visitors and cruise tourists from the nearby port.
The project includes conceptualization and design of several new
buildings: a multi-level “crown jewel” community center that includes office space along with small meeting areas as well as a ballroom for formal events; a restaurant; a year-round, open-air farmers’ market building; and a multi-level parking structure for several hundred cars that is lined with retail and restaurant spaces. The project also includes a large public park with playground equipment, decorative pergolas, splash areas, and picnic gazebos; a concert amphitheater for city festivals; an expansive plaza area for outdoor public gatherings; redesign of a beach access area; sustainable landscaping and uniquely-designed, pervious walking surfaces; and a reinvigorated US-1 corridor adjacent to the site, as well as creation of new local roads to make this “superblock” site more human-scale and appealing, and a branding/entry sign campaign to mark arrival at this distinctive locale. Stylistically, Marina Place at Riviera Beach draws its inspiration from Riviera Beach’s history as a “conch town” as well as from Caribbean influences, with striking architecture, bold colors, and elegant details.

CRANDON PARK BOULEVARD MASTER
PLAN
Key Biscayne, Florida
This
Master Planning project involved improvements to the “Main
Street” of the Village of Key Biscayne. This
four-lane divided county road cuts through the heart
of the community and is heavily traveled by residents,
visitors to Bill Baggs State Park, and county transit
buses. The road is also the most heavily traveled
bicycle corridor in Miami-Dade County and has a high
level of pedestrian use.
The project goals were improved public safety; easing
of traffic congestion; traffic calming; pedestrianization;
improved mass transit; and streetscape beautification. Master
plan improvements included the addition of bicycle
lanes; widening of sidewalks; narrowing of travel lanes;
curbing the outside edges of road; tightening of curb
radii; full reconstruction of intersections to create
paver plazas; construction of bus shelters and bus
bays; improvements to signalization systems; improvements
to lighting; landscaping, and street furniture.
The improvements were completed in three phases and
funded through a variety of state and county sources.

GOLDEN BEACH CAPITAL IMPROVEMENTS
MASTER PLAN
Golden Beach, Florida 
This
comprehensive Capital Improvements Program Master Plan
focused on three major improvement areas:
Town-wide Drainage Improvements: These improvements
include design review, costs analysis, and recommendations
based on the Town’s existing stormwater master
plan which includes construction inlets and culverts
to collect and direct stormwater runoff to pumping
stations discharging into the intracoastal waterway.
Utilities Underground Relocation (electrical, telephone,
cable): These improvements include a thorough analysis
of the Town’s existing power system configuration,
and close coordination with FPL and other utility companies
in developing a conceptual plan for burying all utility
transmission and distribution lines throughout the
entire Town.
Town-wide Streetscape & Traffic Calming: The Town’s
major thoroughfares and side streets were redefined
and enhanced to increase public safety, and improve
the quality of life and aesthetic appeal. Improvements
include highlighting intersections with concrete pavers
and crosswalks, delineating of roadways with valley
edge gutters, construction of traffic splitter islands
and center median with new landscaping, and new lighting.
Town Hall Improvements: These improvements include
conceptual design of a 5,000 SF Town Hall based on
a programmatic study of present and future storage
and office space needs, as well as a conceptual architectural
site plan, which incorporated the public spaces and
facilities around the Town Hall to create an enhanced
community environment.
The Master Plan carefully considered the each of these
items with respect to feasibility, cost/benefit, and
design, as well as an analysis of funding options and
scenarios, and schedule for phasing and implementation.
SUNSET DRIVE WEST OF US-1
MASTER PLAN
South Miami, Florida
This
Master Planning Project involves the development of
conceptual streetscape and infrastructure improvements
along Sunset Drive from the western city limits to
US-1. These include delineating intersections with
concrete pavers and crosswalks, redefining roadways
sections, and providing new lighting and landscape
design to increase public safety and appeal. In addition,
a new architectural site plan for City Hall was designed
incorporating surrounding public spaces and facilities
to create an enhanced civic and community space. The
Master Plan was developed substantially in accordance
with the City’s Hometown Plan Area 2, and evaluated
proposed improvements with respect to their feasibility,
cost/benefit, design, and construction. In addition,
C3TS held three public workshops to collect public
opinions and suggestions, and ensured the Master Plan
was reflective of, and sensitive to the community.

MIDTOWN MASTER PLAN
Plantation, Florida
The firm was selected for streetscape design that will include the reconstruction of 2.5 miles of mixed use walkways, textured crosswalks, parallel parking, landscaped medians, and a roundabout at a key intersection of the City. As the first phase of a large project, C3TS’ design will be the template for all improvements to follow in the City’s midtown area. As part of the City’s master plan, a greenway transit route for the entire midtown area is included. We have worked with the City in designing the route that the first phase of the bus transit will operate as well as helped them research the different type of transit vehicles available to them. In working hand in hand with the City on this issue, we are ensuring that the design we deliver meets the needs and expectations for the entire scope of their greenway project.
